A proposal to make it easier for same-sex couples and other intended parents to adopt children born through sperm donation has hit a setback in Parliament.
The Council of States voted narrowly to send the measure back to the Federal Council for further review.
Supporters argued the reform would provide greater legal certainty for families, while opponents said it should be considered as part of a broader overhaul of parentage and assisted reproduction laws.
The issue now returns to the National Council.
