Western European countries say Russian spies are highly active right across the continent – with Switzerland being singled out as a particular hotspot.
Many spies are disguised as diplomats - maybe as much as a third are working undercover according to the Federal Intelligence Service.
The Swiss agency does point to some successes, it thwarted an espionage attack on the secure laboratory in Spiez in canton Bern and against the World Anti-Doping Agency.
Russian undercover activity is the main focus of Swiss spy hunters.
But to be really effective a more coordinated system needs to be put in place amongst allied countries, according to a Russia analyst Gustav Gressel. But he acknowledges many aren’t ready for that.
