The Swiss federal structure is hampering police in the fight against organised crime.
The attorney general the Confederation, Stefan Blättler, says authorities are blind to the links and patterns of crime.
He says the main problem is the lack of information exchange between different cantonal police forces. One force maybe unaware of the criminal history of an individual from another canton.
The problem has been known for some time, but the Federal Council is reluctant to interfere in the cantonal sovereignty of policing. It will take the cantons themselves to set up a joint information system.
