The analysis finds such centres would face major hurdles under international and human rights law.
The Federal Council remains cautious, saying potential cost savings appear limited.
But, it sees more promise in so-called “return hubs” for rejected asylum seekers awaiting deportation, particularly if developed in cooperation with other countries.
The issue has gained traction in Switzerland after similar debates across Europe.
