A report by the RTS television says the building now has several satellite dishes that have been installed without cantonal permission.
An expert on covert operations, Adrian Hänni from Graz University, told the RTS there’s no need for these dishes for normal diplomatic communication – they must be for intercepting other messages.
Although the building is diplomatic territory, it should still follow cantonal building laws – so the dishes are illegal as Geneva says it has not had a request for the new installations.
The Russian Embassy says it firmly disagrees with the allegations and says they are designed to demonise Russia and the Russians.
But the Federal Intelligence Service says it believes a third of Russian diplomatic staff in the country are spies.
