The Swiss president, Alain Berset, was forced to take cover while on a visit to Ukraine.
He was due to hold a press conference with his counterpart, Volodymyr Zelenskyy in Kiev when a missile alert sounded.
He was also with the Latvian and Lithuanian heads.
They were all taken to a shelter where they stayed for 20 minutes.
Ukrainian sources later said it was a false alarm as it was an attack on another target.
