The foreign minister, Ignazio Cassis, says the ambassador Claude Wild will return with a team of four. The local Ukrainian staff keep their jobs.
But if the situation deteriorates, plans are in place for a quick evacuation.
While Kyiv was closed, the embassies in Moldova and Romania took over consular functions for Ukraine.
