Football's rulemakers have confirmed that Breel Embolo should not have been sent off in Switzerland's World Cup quarter-final against Argentina.
The International Football Association Board says the VAR was wrong to invoke the mistaken-identity clause to reissue the yellow card to Embolo for simulation.
Under current rules, a review can only correct which player committed a foul, not the nature of the foul itself.
The team lost 3-1 in extra time after being reduced to ten men on that call.
